The CBD Program Tenancy Lighting Assessment for Offices Rules (TLA Rules), and the CBD Tenancy Lighting Assessment for Offices Ruling (TLA Ruling), are both defined and administered by the Department of Industry, Science Energy and Resources (CBD Administrator).

The CBD Administrator is now seeking feedback on draft versions of these two documents, with submissions closing on Friday 6 August 2021.

TLA for Offices Rules Version 4.0

The draft TLA Rules version 4.0 is the first substantial revision of the document since the issue of version 3.0 in early 2016. Version 3.1 was released in April 2020 to empower the TLA Ruling, and is currently the most recent version of these rules.

Changes in version 4.0 have been made with the intention to improve clarity and simplify processes for CBD Assessors. A new grading band for Nominal Lighting Power Densities (NLPD) less than 4.5 W/m2 has also been added, so that future TLAs will better reflect the increased usage of LED lighting technologies.

The CBD Administrator will incorporate feedback from this public consultation into the final version 4.0 TLA Rules to be published in August 2021, allowing CBD Accredited Assessors to begin using these Rules in their site assessments.

TLA Ruling Version 3.0

The TLA Ruling made in April 2020 sought to provide flexibility in meeting disclosure requirements, while COVID-19 restrictions were in effect. This Ruling is due to expire on 31 August 2021.

In the draft Version 3.0 of this Ruling presented here, the fixed expiry date has been removed and instead the CBD Administrator will provide at least six weeks’ notice to CBD Program stakeholders prior to expiring this Ruling.

The CBD Administrator will publish an updated TLA Ruling prior to the current expiry date of 31 August 2021.
