A CBD Accredited Assessor has accreditation under the Building Energy Efficiency Disclosure Act 2010 (the BEED Act). Accreditation is valid for 3 years as long as:

Accreditation process 

The Department of Climate Change, Energy, the Environment and Water (the department) and NABERS manage the accreditation process together. 

Register for the CBD Accredited Assessor Training course 

The CBD Accredited Assessor training course is self-service and can be taken at your own pace through the NABERS training system. 

The course currently costs $50, which is payable when you enrol using the NABERS website. 

The training course has 3 main parts, which are completed through the NABERS Learn Platform:

Module 1 - CBD Program Introduction and Legislation 

This is an online interactive training course. It provides information on the CBD Program, how to be a CBD Accredited Assessor, and your powers and obligations under the BEED Act. The course takes around 90 minutes. 

The module includes a multiple-choice assessment. You must get at least 80% of the questions correct to pass this module. 

Module 2 - CBD Assessor Training Course

This is an online interactive training course. You should allow up to 8 hours to complete this module. The module does not have to be completed all at once, you can save your progress and return at any time. This module will teach you how to work as a CBD Accredited Assessor, including how to conduct Tenancy Lighting Assessments, and how to interpret and apply for CBD Exemptions.

Module 3 - Exam

The exam covers topics from Module 1 and Module 2 and also includes a sample Tenancy Lighting Assessment. You must get at least 75% of the questions correct to pass the exam, and you must pass the exam to progress as a CBD Accredited Assessor.

Register on the CBD Assessor Portal 

Once you’ve completed the training course and passed both assessments, the department will email you instructions to access the CBD Assessor Portal. The Portal is where Assessors manage their accreditation and submit BEEC, TLA and exemption applications for certification. 

Provide evidence of NABERS accreditation 

To gain NABERS accreditation you must: 

  • complete the NABERS assessor training 
  • sign a contract with the NABERS Administrator (NSW Department of Climate Change, Energy, the Environment and Water)

Once accredited by NABERS, you need to submit the details of your accreditation using the CBD Assessor Portal. You must maintain your NABERS accreditation to be a CBD Accredited Assessor. 

Provide evidence of insurances

You need to submit evidence of these insurances through the CBD Assessor Portal. 

Complete the CBD Accreditation form and pay the fee 

The accreditation fee is currently $500 (GST free). 

The application form and payment details are available in the Portal. The processing timeframe for assessor applications is 28 calendar-days. 

Once all steps are complete you are a CBD Accredited Assessor under section 25 of the BEED Act. 

Please note that CBD Accredited Assessors are not Commonwealth employees, nor are they guaranteed work in the field of building and lighting energy efficiency assessments.  

Conditions of Accreditation: 

As a CBD Accredited Assessor, you are a representative of the CBD Program. You will be expected to: 

  • uphold the highest standards of professionalism 
  • understand and comply with your obligations under the BEED Act. 

Your accreditation may be suspended or revoked if you don’t meet these conditions.

Re-accreditation process 

Re-accreditation is available after 3 years. During this time, you’ll need to maintain your NABERS accreditation and insurances. Depending on your situation you will need to apply for re-accreditation under Stream A or Stream B. 

Stream A 

If you’re an Assessor who has submitted a TLA in the last 3 years you must: 

  • submit the Application for CBD Assessor Re-accreditation form 
  • pay the $500 (GST free) accreditation fee. 

You’re also encouraged to refresh your knowledge through the: 

Stream B 

If you’re an Assessor who hasn’t submitted a TLA in the last 3 years you must: 

  • submit the Application for CBD Assessor Re-accreditation form 
  • pay the $500 (GST free) accreditation fee 
  • within three months of re-accreditation, through the NABERS Learn Platform, complete the:
    • CBD Program Introduction and Legislation Course
    • CBD Exam.
